Ehren Bendler	e2cf969074	Update ffmpeg to 8.0 (#6382) ... * Remove Handbrake patch as it was integrated upstream * Remove version restrictions in the specfile as almost all of them have been long surpassed * Refresh VP9 decoder patch from Intel * Remove libpostproc package as it is no longer a separate so * Disable libplacebo in the build as 7.351.0 is required with this version of libavformat.
